Regional Early Action Planning

Through two phases of the Regional Early Action Planning (REAP) Grant Program, SCAG received $278.5 million from the state to support housing production and regional plan implementation. The REAP 1 and REAP 2.0 programs represent a new approach to addressing the housing crisis, providing resources to pilot and test solutions at the local level and confront barriers to housing production. With these resources, SCAG supported smaller cities to deliver much-needed, high-impact projects and fill critical gaps in local capacity.

Regional Early Action Planning Grant Program of 2019 

With an allocation of $47 million in Regional Early Action Planning (REAP) funding  from the state in 2019, SCAG implemented a robust technical assistance and funding program focused on accelerating housing production by providing resources to local jurisdictions, subregional partners, and community-based organizations.

The program focused on implementing Connect So Cal 2020 and supporting cities and counties in developing their 6th RHNA Cycle housing elements, along with land use plans, policies, and other programs to support meeting their housing goals. The REAP 1 program funded a range of adopted land use plans, development streamlining tools, financing strategies, and planning strategies to identify best practices that can be scaled across the region. Regional Early Action Planning Grant Program of 2021 (REAP 2.0)

Building on the success of REAP 1, the Regional Early Action Planning Grant Program of 2021 (REAP 2.0) was designed to reduce barriers to housing production and accelerate progress toward climate goals through strengthened partnerships with local governments, Tribes, and state and regional governments. Under the REAP 2.0, SCAG received $231.5 million funding, which SCAG sub-allocated to eligible entities in the SCAG region to implement the Connect SoCal Regional Transportation Plan/Sustainable Communities Strategy, Southern Calfornia’s regional vision for transportation, land use strategies, and sustainability.
